Global public goods are an often ignored but enormously important aspect of multilateralism. Whether we are talking about preserving biodiversity, preventing climate change, fighting the spread of communicable diseases, establishing rules for trade and aviation, or setting global standards of human rights, it is impossible for any single state to secure such goods on its own. Quite the contrary, global public goods can only be attained if countries work together, and globalization has only increased this fundamental interdependence. This book offers practical suggestions for improving the way in which the community of nations addresses common vulnerabilities and seizes common opportunities, and it highlights a basic truth about our times: global problems require global action.
Kofi A. Annan
Secretary-General
United Nations
July 2002
"Without the negotiated cooperation of democratic states and citizenries, pathological trends of globalization will be exacerbating. What seems like nobody's business becomes everybody's business. Economists and leaders, I predict, will want to digest and debate this book."

"The collection of essays and studies in Providing Global Public Goods is a welcome addition to the literature. They fill a gap in the development and economic discourse and bring up issues that are mostly neglected. The very concept of public goods, both national and global, necessarily means that globalization' is a process of political economy-and nothing is inevitable or irreversible."
CHAKRAVARTHI RAGHAVAN
South North Development Monitor/
Third World Network
"This volume constructively advances the theory and assessment of global public goods. It offers innovative approaches to address the deep inadequacies of many existing global institutional arrangements. It will undoubtedly be an important reference for academics, researchers, and policymakers interested in fresh approaches to global institutional reform."

DOMINIQUE DE VILLEPIN

"Protests against globalization have arisen from a sense of frustration among people who feel that the private sphere is growing without rules and regulations, at a cost to be borne by the rest of the society. Civil society organizations therefore demand equitable access for all, without arbitrariness, based on the right to development and protection of human rights. This book is a timely reminder of the issues at stake, and it offers an analytical framework to create a more equitable international order."
IRENE KHAN
Secretary-General, Amnesty International
"In today's global economy the production of private goods has taken precedence over the provision of public goods. Correcting this imbalance is a major policy challenge to which this book makes an important contribution."
